This is an incredible example of an early Kewpie doll, the famous character created by cartoonist Rose O'Neill in the early 20th century. This Kewpie appears to be a sailor or military member, complete with military cap and a blue sash, and was likely produced in the late teens or early twenties in homage to the soldiers of World War One. Kewpie stands on a base and is just over 13 inches tall.
This is an extremely old and delicate composition doll, and that is reflected by the condition. The outer composition has cracked, broken, and chipped in many areas, but overall is stable and intact.
